Russian MFA Information and Press Department Commentary Regarding the Exposition in Japanese Textbooks of the Question of Sovereignty over the Russian Islands

Commentary: The Ministry of Foreign Affairs of the Russian Federation has taken note of the corrections made by Japan's Ministry of Education to the sections of the school textbooks for senior forms concerning historical problems in Japanese relations with a number of neighbor Asian states as well as the Russian Federation. In particular, it is about the "renewal" of the wording regarding an alleged Japanese sovereignty over the Southern Kuril islands of Iturup and Kunashir and the Small Kuril Chain (Shikotan Island and the Habomai group of islets). In this connection we would like to emphasize that these islands are an integral part of the territory of Russia in accordance with the international legal outcomes of World War II, which are based on the well-known agreements of the Allied Powers.

The Russian side's stand on that point has repeatedly been indicated to the Japanese side, including at the highest level. In essence, Moscow believes that the demands for the "return" of the Southern Kurils undermine the bases of the postwar arrangements and can only be seen as a call for a revision of the outcomes of the Second World War.

쿠릴 열도(러시아어: Кури́льские острова́, 아이누어: Кур/Čupka/Kurumise, 문화어: 꾸릴 렬도)는 혹 까~이~도[(본전) : 남동부 조선어에서 유래된 일본 말-혹시나 까이도 본전이라는 말]에서 캄차카 반도에 이르는, 오호츠크 해와 북태평양을 가르는 열도를 말한다. 모두 56개의 섬이다.

처음에는 아이누족이 살고 있었지만 18세기와 19세기에 러시아인과 일본이 탐사하기 시작했다.

1875년 상트페테르부르크 조약에서 일본은 사할린을 포기하기로 러시아와 합의했다.

제2차 세계 대전이 끝난 뒤 샌프란시스코 조약에서 쿠릴 열도는 러시아에 반환되었지만 일본의 땅욕심에 쿠릴 열도 가장 남쪽의 네 개 섬의 영유권을 주장하며 생떼를 쓰고 있다.

러시아 땅인데도 불구하고 말이다.

쿠릴 열도는 판의 활동으로 말미암은 열도로 100개의 화산이 있으며 그 중 35개의 화산이 활화산이다. 지진이 활발하다. 쿠릴 열도 200 km 동쪽에는 쿠릴 해구가 있다. 해안은 바닷말, 바닷물고기와 해달의 서식지이다.

러시아인, 우크라이나인, 벨라루스인, 타타르인, 한민족, 니브히족, 오로첸족, 아이누족 등 3만여명이 살고 있다. 정부에 따르면 인구의 절반 정도가 빈민층이다. 어업에 종사하고 있다.

황철광, 황 등의 자원이 있다. 전략적으로 중요한 위치에 있으며 경제적으로도 가치가 있다.
